Management Division
The main service performed by the Administrative Division is to direct all normal letters, registration letters and checks received to the department and to send all the letters from the respective departments to the respective institution and individuals.
- Maintenance of security and cleanliness of the department.
- Coordinating matters relating to the Parliamentary Consultative Committee.
- Coordinating matters relating to parliamentary oral issues.
- Coordinating works relating to “Tell the President” relief mechanism for public grievances implemented under the direction of His Excellency the President.
- Coordinating activities relating to Public Petitions Committee.
- Coordinating matters relating to the Office of the Parliamentary Commissioner for Administration (Ombudsman) and the Human Rights Commission of Sri Lanka.
- Pay all the bills relating to telephone, electricity, and water & assessments of the department.
- Duties relating to leave of all officers of the Head Office
- Maintain the departmental internal telephone system.
- Collection of the rentals of official quarters.
- All duties related to purchase of newspapers by the department.
- Issuing Railway Season Tickets to all Officers of the Department
- Issuance of railway warrants.
- Maintenance direct telephone system of the head office
- Maintenance of fire extinguishers.
- Perform duties related to election duties.
- Take necessary action to submit the Annual Performance Report of the Department to the Parliament.

Training Division
Training Division is engaged in performing duties to improve the knowledge & skills of the officers in order to reach the department's vision. The officers are expected to perform their duties efficiently and effectively through the training obtained.
Objective
- To develop the capacity and capabilities of the officers to achieve higher productivity of the department.
- Provide necessary knowledge and skills to perform the specific tasks assigned to the officers intelligently.
- To identify job related responsibilities of the employees in order to guide them towards the vision of the organization while increasing self-awareness and knowledge for improvement of positive thinking among employees.
- Enhance productivity and awareness through technical innovations.

Establishment Division
This section is engaged in handling affairs relating to personal files of all the employees attached to the Head Office of this Department and their salary related activities.
In addition, all the administrative and human resources activities of all officers of our department are also handled. Issues relating to Recruitment, confirmation of service, promotions, transfers and retirement are performed by this division.
- Maintain personal files of all the officers of the Department.
- Update the number of employees quarterly and provides information to relevant parties.
- If necessary qualifications are fulfilled on completion of the probation period of the officers in the department, arrangements will be made to confirm them in the service immediately.
- Take action to promote the officers who complete the prescribed period of service and other requirements in terms of the circular of recruitment to respective posts & grades.
- Recruitment for filling vacancies consistent with relevant recruitment procedure exist in the Department.
- Conducting Efficiency Bar Examinations and releasing the results of officers in relation to departmental posts and driving service in accordance with the recruitment procedure.
- Providing overtime approval within the approved limit determined by head of the department for overtime work of departmental officers and for extra hours of the Ministry for approval.
- Providing salary increments subject to the salary increments of the officers of the department and making salary conversions according to the relevant salary circulars.
- Providing necessary action to grant approval for retirement at the request of the officers serving in the department at the age of 55-60 years.
- Annual transfers in accordance with the approved annual transfer procedure and transfer of officers accordingly and mutual transfers if necessary.
- When the property loan is required for the officers of the Department, refer to the relevant State Banks with the relevant documents and recommendations.
- Forward the approval of the relevant documents and applications of the officers who are required to obtain insurance benefits at Head Office, New Agrahara Insurance Scheme Application and Electronic Card Applications and submit it to the National Insurance Trust Unit.
- Approval of all District Staff and Technical Officers in terms of the relevant circulars with regard to holiday pay applications.
- Approval of all District Staff Officers for future programs, programs and travel vouchers.
- Granting approval for uniform allowances to officers entitled to uniform allowances.

Disciplinary Division
Misconducts or mistakes committed in any manner by the officers are liable to be punished in accordance with Chapter XLVIII of Part II of the Establishments Code.

Disciplinary action in accordance with Chapter XLVIII of Part II of the Establishments Code for the prevention of inefficiency, incompetence, irresponsibility, dishonesty, misbehavior, negligence arson and fraud and corruption.

- Conduct preliminary investigations.
- Preparation of charge sheets.
- Conduct formal disciplinary inquiries.
- Issuance of disciplinary orders.
- Provide recommendations on appeals referred to the Public Service Commission and the Administrative Appeals Authority.
- Calling reports on public complaints.
- Conduct inquiries with regard to matters revealed through audit reports.
- Taking action to collect money following inquiries as per FR 104.

Transport Division
The Department of Agrarian Development is one of the leading functions of the Sri Lankan farming community. Activities relating to the Agrarian Development Act include the National Food Production Program, the cultivation of fallow paddy fields, the operation of the "Sithumu Women's Farmers' Organization", the Thousand Tanks and Thousands program, home gardening programs, the establishment and expansion of organic fertilizer units, distribution of chemical fertilizer, minor irrigation development, There is a wide range of activities including development of agricultural roads, supply of materials, equipment and services to farmers The main function of this division is to provide transport facilities for the duties of Head Office, 25 District Offices and 561 Agrarian Service Centers with an approved staff of 18376.
At present the Staff Officer in charge of the Division is 33 staff under the Mechanical Authority (Transport).
Service
- Maintaining the repairs and maintenance of vehicles in the Head Office and all District Offices.
- TRAs for traffic accidents. Act according to the law.
- Maintenance of loss and loss records.
- Preparation of Appropriation Accounts.
- Submission of inspection and audit of track record.
- Prepare answers to audit queries.
- Insurance of Motor vehicles.
- Obtaining Free Revenue License.
- Preparation of annual action plans.
- Issue of fuel and settle bills.
- Maintain log books relating to repairs.
- Taking action to obtain new vehicles.
- Leave arrangements for driver / driver assistants and check overtime travel expenses.
- Preparation of vouchers to pay monthly fuel charges for the vehicles allocated to officers.
- Taking action to obtain the approval of the Secretary to the Ministry of Agriculture for extra fuel used for official vehicles.
- Payments for fuel and settlement.
- Sell and disposal of old vehicles.
- Performing other functions assigned by the Commissioner General of Agrarian Development.
